In most places, Guardianship still has limitations and they usually include acting in the best interest of the individual you have Guardianship over. Selling the house wouldn't be the issue, taking all the money would be however.

I really don't think he's going to move there. The latest street view images, taken since his dad died, show all the windows boarded up. Which means it was likely broken into and possibly had squatters. It would almost certainly require a significant investment to fix it up, especially since the cost of everything is up. Ralph has no money since he drinks and gambles it all away. He'll sell it and do the same with whatever he gets from it.
