Jeff recently had a birthday so it's probably an inside joke. Smokey's a NSFW artists so she was probably going to send something racy to Jeff for the lulz but Jeff preemptively blocked her to prevent her prank from paying off. What makes me think this is that Mick's been poking fun at Jeff recently, because the friend group finally bullied Jeff into watching Jojo and Jeff's been confused and horrified by the anime and sharing that on twitter to Mick's amusement.

I'd forgotten for a moment just how much Jeff hates Shad. Yeah, Smokey posting shit featuring Shad (or her wearing Shad's gear) would definitely trigger something in Jeff - he's on the spectrum and he probably decided ignoring her posts was better for his friendship with Mick than autistically blowing up at her for supporting the pedo.

You don't have to be retarded or have a debilitating brain injury to be considered incompetent. Most of the time that someone is declared incompetent to stand trial, it's temporary and they will be tried at a later date when they are then considered competent (generally after medical intervention such as a psych ward or getting their schizo ass medicated). There are plenty of schizos who've been deemed incompetent because their grasp on reality was tenuous, not because they were retarded. If he's suffering from drug induced psychosis, that would be the reason they would be trying for incompetency. It is not an insanity plea, and it is not a not guilty or guilty verdict.

I personally don't think Shad will want an incompetency judgement to go through. That doesn't mean he gets out of jail free, that means they section his ass until he's deemed medically sound to stand trial.
